Victoria’s rental minimum standards are undergoing a significant upgrade, with reforms rolling out in stages between December 2025 and 2030. These changes build on the existing minimum standards introduced in 2021 and are aimed at improving safety, comfort and energy performance across rental homes.
The first stage begun on 1 December 2025, including introduction of additional safety-related requirements (such as window covering cord safety). This marks the start of the broader reform package under the 2025 regulations.
Energy Standards are next on the agenda and will be phased in from 1 March 2027. From this date:
- Heating and hot water systems must be replaced with efficient electric systems when they reach end-of-life.
- At the start of a new lease (or when converting to periodic), landlords must install ceiling insulation (where none exists), 4-star showerheads, and energy-efficient cooling in the main living area.
Further requirements follow shortly after. From 1 July 2027, properties must be draughtproofed (doors, windows and vents) at the start of a new lease.
The final major milestone is 1 July 2030, when all rental properties must have energy-efficient cooling installed, regardless of lease status.
Overall, the rollout is deliberately staged to spread costs and allow landlords time to plan upgrades. While compliance is triggered at different points (new leases, appliance replacement, or fixed dates), landlords should begin preparing now to manage costs, access rebates, and protect long-term asset value.
